A number of venue-specific considerations have to be weighed when designing banner ads: venue dimensions, file size requirements, and loop count. Most venues require an ad to be under 25k (quite an accomplishment for an animated GIF with any character). Additionally, there is often a limit on the number of times an animated ad can loop, with three being the average; since the ad won't loop indefinitely, the last frame will be what users see as a static image. Putting the call to action on the last frame means that when the looping stops, the viewer will still see a meaningful message.
